I am directed by His Excellency the Governor to state in reply to your letter of the 3rd instant, that inasmuch as in your reply of the 21st of December to my letter to you of the 29th of October you attached conditions by which you were to render Assistance not contemplated by this government when the offer contained in my letter of 29th of October was made to you, His Excellency on further consideration decided to withdraw that offer and make other arrangements for the execution of the work; and consequently in complying with the request made by you in the fourth paragraph of your letter of the 21st December you were in my letter of the 17th of January 1903 informed accordingly.
With reference to the inconvenience to which you allege you have been put I am all to your recollection that the offer made to you in my letter of the 29th of October 1902 was made "in the event of your return to Hongkong next year" and that this Government neither asked nor expected you to cancel any engagement in order to take up the work on which you sought employment; and I am to remind you that when you left Hongkong last year you stated that you would probably return in 1903 to complete your own researches here.
With reference to the 11th paragraph of your letter of the 3rd instant I am to state, for the reasons I have stated, this Government being under no obligation to you and in the circumstances having no desire nor intention to do so, cannot recognise the claim to monetary compensation which you put forward.
With reference to the threat contained in the concluding portion of your letter of the 3rd instant I am to add that you must act as you be advised.
